Executive search in Bulgaria — what it is and when you need it

Executive search — or headhunting — is a proactive, research-driven approach to identifying and recruiting senior management, director-level, and specialist candidates. Unlike contingency recruitment or advertising, executive search does not rely on candidates who are actively looking for a new role. Instead, it systematically maps the market, identifies the best people in their current positions, and approaches them directly — whether or not they are on the open job market.

For foreign companies building or leading operations in Bulgaria, the quality of the senior hire is critical. A Country Manager, CFO, or CTO who understands both the local market and international business standards is the foundation of a successful Bulgarian operation. These are not roles that can be filled by advertising alone — the best candidates are performing well in their current roles and are not browsing job boards. Bulgaria for Business VCC reaches them through direct search.

DIRECT SEARCH — NOT ADVERTISING: Every retained executive search mandate conducted by Bulgaria for Business VCC is handled through direct headhunting methodology. We do not post the role on job boards, rely on unsolicited applications, or recycle CVs from a generic database. We research the specific segment of the market relevant to the role, identify individuals who meet the specification, and approach them personally and confidentially. This methodology consistently delivers higher-quality candidates than any reactive approach.

Contingency recruitment vs. retained executive search

The choice between contingency recruitment and retained executive search depends on the seniority of the role, the availability of suitable active candidates, and the importance of confidentiality. The comparison below clarifies when each approach is appropriate.

Factor Contingency recruitment Retained executive search
Methodology Reactive — post and wait for applications, plus limited database search Proactive — systematic direct identification and approach of target candidates regardless of whether they are actively looking
Exclusivity Non-exclusive — client may run the search with multiple agencies simultaneously Exclusive — single retained firm manages the search with full commitment of resources
Candidate pool Active candidates only — those looking for a new role at the time of search Active and passive candidates — the best people are often not looking; direct search reaches them
Fee model Success-only — fee paid on placement. No placement = no fee Staged fees — engagement payment on mandate, mid-point payment on shortlist, final payment on placement
Engagement depth Limited briefing — role description and salary range Deep engagement — detailed position specification, company culture, strategic context, ideal candidate profile, and assessment framework
Timeline Faster start — advertising can begin immediately; quality of candidate pool varies Structured 4–8 week process — intensive research phase followed by candidate development and assessment
Confidentiality Standard — role is advertised openly Full confidentiality available — the role is never advertised; only directly approached, vetted candidates are aware of the mandate
Best suited for Professional and technical roles at mid-level; clearly defined positions with a reasonable active candidate pool Director, VP, C-suite, country manager, and specialist roles where quality and confidentiality are paramount and active candidates are insufficient
WHEN TO CHOOSE RETAINED SEARCH: Use retained executive search for roles where: (1) the best candidates are unlikely to be actively looking; (2) confidentiality is important — a replacement search, a strategic hire, or a role you do not want to advertise publicly; (3) you need a rigorous, structured assessment process — not a CV shortlist; or (4) a previous advertising or contingency effort has not produced candidates of the required calibre. For mid-level and operational roles, contingency recruitment is typically sufficient and more cost-effective.

Roles we search for — executive and senior mandates

Bulgaria for Business VCC has conducted executive search mandates across all major functions and sectors in Bulgaria. The table below covers the most common senior role categories and their market context.

Role Search context Typical sectors
Country Manager / General Manager The most common executive search mandate for foreign companies entering or expanding in Bulgaria. The Country Manager is responsible for building and leading the local operation — a hire of critical importance that shapes the entire Bulgarian venture. All sectors — particularly IT, professional services, manufacturing, and financial services
Chief Financial Officer (CFO) / Financial Director Senior finance leadership for Bulgarian subsidiaries — combining Bulgarian financial/tax compliance knowledge with the ability to report to an international parent in English. High demand, limited supply of candidates with both local and international experience. All sectors with a Bulgarian subsidiary of any scale
Chief Technology Officer (CTO) / VP Engineering Technical leadership for Bulgaria’s growing IT sector — managing development teams, setting technical architecture, and bridging between the technical team and international management. Sofia has a strong pool of senior technical leaders. Technology, software, and companies with significant development teams in Bulgaria
Chief Operating Officer (COO) / Operations Director Operational leadership for complex Bulgarian operations — shared service centres, manufacturing, logistics, or multi-function teams. Strong process management and team leadership skills. BPO, manufacturing, logistics, financial services
Chief Commercial Officer / Sales Director Senior commercial leadership — driving revenue growth in Bulgaria and the regional market. International experience and strong English are typically required in addition to local market knowledge. Technology, services, FMCG, and businesses with growth-stage commercial teams in Bulgaria
HR Director / Head of HR Senior HR leadership for organisations building a meaningful HR function in Bulgaria — HR strategy, talent management, compensation design, and Labour Code compliance. Often the first dedicated senior HR hire as the Bulgarian team grows. Organisations with 50+ employees in Bulgaria
Legal Director / General Counsel (in-house) Senior in-house legal leadership — combining Bulgarian law expertise with the ability to advise an international group. Particularly sought in regulated industries (financial services, pharma, technology) and companies with significant contractual complexity. Financial services, technology, pharma, energy, and multi-national groups
Board-level and NED appointments Non-executive director appointments to Bulgarian company supervisory boards — particularly for Aktsionerno Druzhestvo (AD) companies and regulated entities requiring independent board members. Confidentiality is paramount. Regulated industries, financial services, publicly traded groups

The retained executive search process — step by step

Our retained executive search process follows a structured seven-stage methodology — from initial brief through to candidate placement and onboarding. Every stage is managed by a named consultant with full accountability to the client.

1

Mandate briefing and position specification

A detailed briefing session with the hiring manager and relevant stakeholders. We develop a comprehensive position specification covering the role context, reporting structure, responsibilities, experience requirements, competency profile, compensation range, and assessment criteria. This document guides the entire search.
Position specification delivered within 5 business days of briefing

2

Market mapping and target identification

Systematic research to map the population of individuals in Bulgaria (and internationally where required) who match the specification. We identify target organisations, functional communities, and specific individuals — building a long list of 30–60 potential candidates before any approach is made.
Research phase: 1–2 weeks

3

Proactive outreach — direct approach

Personal, confidential approach to each target candidate — explaining the opportunity in compelling terms without initially disclosing the client’s name. Initial conversations assess interest, motivation, and broad fit. Disinterested or clearly unsuitable candidates are screened out at this stage.
Outreach phase: 2–3 weeks (concurrent with mapping)

4

In-depth candidate assessment

Structured competency interviews, English language assessment, cultural fit evaluation, and reference checks for all candidates who pass initial screening. Full written assessment notes for each assessed candidate.
Assessment: 1–2 weeks following initial outreach

5

Shortlist presentation

A shortlist of typically 3–5 qualified, assessed candidates presented to the client. Each shortlist entry includes: full CV, detailed interview notes, competency assessment, English language assessment, salary expectations, notice period, and our recommendation. Shortlist call or meeting with the client to discuss and prioritise.
Shortlist typically delivered within 4–8 weeks of mandate commencement

6

Client interviews and assessment

We coordinate client interviews — providing candidate briefing packs, gathering structured feedback after each interview, and managing candidate expectations during the process. Where required, we arrange second-round interviews, presentations, or further assessment stages.
Interview coordination throughout — no client project management overhead

7

Offer management and placement

We manage the offer stage — advising on competitive offer structuring for the level and market, handling salary and package negotiation, managing the candidate’s resignation process and notice period, and confirming the start date. Employment contract preparation, Form 1, and onboarding support are included.
Offer management to start date — typically 4–12 weeks post-offer

Candidate assessment — what we assess before presenting to you

No candidate is presented to a client without completing Bulgaria for Business VCC‘s structured assessment process. The elements below are completed for every executive search candidate on the shortlist.

  • Structured competency interview — Every candidate presented for an executive search mandate has been through a structured competency-based interview — mapping their experience against the key competency requirements defined in the position specification. Interview notes are provided to the client alongside each CV in the shortlist pack.
  • Leadership and management assessment — Assessment of the candidate’s leadership philosophy, team management approach, track record of building and developing teams, and performance management capability — particularly relevant for Country Manager and HR Director roles.
  • English language assessment — For all roles requiring English proficiency — a structured assessment of the candidate’s written and spoken English, including their ability to communicate effectively at board level in English if required by the international parent.
  • Cultural fit assessment — Understanding the candidate’s working style, values, and approach to international management structures. For candidates joining a foreign-owned company, the ability to navigate a matrix reporting structure and international management culture is assessed.
  • Reference checks — Structured reference checks with former line managers — conducted by Bulgaria for Business VCC on behalf of the client before the final shortlist is confirmed. References are taken with the candidate’s consent.
  • Psychometric / technical assessment (where applicable) — For specific roles where technical competence or psychometric profiling is critical — we can coordinate validated psychometric assessments or technical competence tests as part of the assessment process.
QUALITY OVER VOLUME: Bulgaria for Business VCC does not measure success by the number of CVs delivered — we measure it by the quality of the hire. A typical executive search shortlist contains 3–5 assessed candidates — not 20 CVs from a database sweep. Each shortlist candidate has been through a structured competency interview, an English language assessment, and a reference check. Clients receive a complete assessment pack for each shortlist candidate — not just a CV. This approach requires more time upfront but results in significantly better hiring decisions.

Fee structure — retained executive search

Retained executive search is fee-structured differently from contingency recruitment. The staged fee model reflects the significant work investment from mandate commencement and ensures both parties are fully committed to the search.

Fee element Details
Fee basis Retained — the fee is divided into three stages, the first of which is payable on mandate commencement. This commits both parties to the search and funds the initial research phase.
Fee rate 25–30% of the candidate’s confirmed first-year gross remuneration — including base salary, guaranteed bonus, and fixed allowances. Variable performance-related bonuses are excluded from the calculation.
Stage 1 — Engagement fee Typically 1/3 of the estimated total fee, payable on mandate commencement. Covers the research, mapping, and initial candidate identification phase. Non-refundable — it funds the dedicated work that begins immediately.
Stage 2 — Shortlist fee Typically 1/3 of the estimated total fee, payable on delivery of the agreed shortlist to the client. Confirms that a viable candidate pool has been developed and structured for client assessment.
Stage 3 — Placement fee The final 1/3 of the total fee, payable on the candidate’s confirmed start date. This stage accounts for offer management, candidate notice period management, and onboarding support.
Replacement guarantee 12 months from the candidate’s start date. If the placed candidate leaves (voluntarily or by dismissal) within 12 months, Bulgaria for Business VCC conducts a full replacement search at no additional professional fee (expenses may apply).
Employment contract and onboarding Preparation of the compliant Bulgarian employment contract, NRA Form 1 filing, and employment record book completion — included as part of the executive search service at no additional charge.

The engagement fee (Stage 1) is calculated on an estimated total fee based on the expected compensation package. If the final placed candidate’s compensation differs materially from the estimate, the total fee is recalculated and adjusted at Stage 3. All fees exclude Bulgarian VAT (20%). Fee is payable on written invoice with 14-day payment terms.
